Gary R. Waxmonsky has served as Chief of Staff in EPA's Office of International Affairs since March 2005. Most of his nearly 30-year career has been focused on bilateral environmental cooperation programs with Russia/USSR, China, and Eastern Europe. He has also represented EPA under the eight-nation Arctic Council Action Plan, which seeks to identify and address sources of toxic contaminants impacting the Arctic basin. Gary previously served as Science and Technology Attaché at the U.S. Embassy in Warsaw (1987-89), and as Acting Director for Central Europe and Eurasia in the Office of International Affairs, National Research Council (1991-93). In 2002-03, he was detailed to State Dept. as Senior Policy Advisor for Environment, Science, and Health in the European Bureau (EUR/PGI). He has been EPA's principal staff-level liaison to the U.S.-China Strategic Economic Dialogue (SED) since its inception in September 2006.
A native of Chicago's South Side, Gary graduated magna cum laude from Knox College in 1972. After two years with the U.S. Army in Kansas and Germany, he entered the Politics Department at Princeton University and eventually (1982) received his Ph.D. in political science with a concentration in Soviet affairs. He speaks Russian, Polish, and a smattering of Mandarin.
